Barman Cloud Plugin installed automatically, preparing for future backup migration

The Barman Cloud Plugin is now included in the Tuist Helm charts, so it is installed automatically alongside CloudNativePG. This is a prerequisite for the planned backup migration. It does not change how backups currently run because the actual cutover is controlled by a flag that remains off by default.
