Clean up legacy build artifacts and shorten retention to 30 days

Hosted deployments now remove legacy build artifacts that the previous cleanup missed. A daily storage scan deletes expired objects in older builds/{legacy_identifier}/… paths, including orphaned account prefixes, and downloadable build and run binaries now expire after 30 days for every plan. Build and run metadata remains available for dashboards and analytics.
