Add a Prometheus endpoint for accounts to pull data into their data infrastructure

Why is this needed?

Supabase added a Metrics API to their product s a tool that allows accounts to scrape Supabase-generated telemetry into their observability stack. We can build something like that into Tuist where customers have an Prometheus-compatible endpoint with data from their projects.
