Fix cache failures for Swift-only SwiftPM frameworks under single-arch builds

Tuist now generates a minimal modulemap for Swift-only SwiftPM products promoted to a framework, instead of letting Xcode synthesize one. This prevents cache builds from failing with a “-Swift.h” not found error when using single-architecture settings on Xcode 26.
