tuist install can resolve registry packages again and prebuilt targets load their runtime libraries

The swifterpm dependency has been updated to 0.8.3, restoring tuist install’s ability to resolve registry packages such as apple.swift-protobuf. The update also preserves SwiftPM prebuilts in the workspace state and adds the runtime search paths generated targets need to load prebuilt libraries at runtime.
