SwiftPM resolution progress is now visible instead of appearing stalled

Updated SwifterPM to 0.8.12, which forwards stdout and stderr from delegated swift package resolve runs so normal resolution surfaces SwiftPM progress in real time. Quiet resolution remains unchanged.
