Restore SwiftPM artifacts through SwiftPM’s scratch path

The CLI now restores SwiftPM binary artifacts through SwiftPM’s artifact scratch path (via SwifterPM 0.8.13). Generated projects point at the right locations for restored packages, instead of relying on the previously used path that could drift.
