SwifterPM 0.8.13 uses SwiftPM artifact scratch path for restores

Pinned SwifterPM moved to 0.8.13, picking up the upstream restore fix that uses SwiftPM’s artifact scratch path instead of the previous restore layout. Corrects restore path handling for cached SPM artifacts so restores land in the path SwiftPM expects, regardless of how the cache was populated.
