SwifterPM 0.8.13: restore using the SwiftPM artifact scratch path

SwifterPM has been bumped to 0.8.13, which uses SwiftPM’s artifact scratch path when restoring cached SwiftPM artifacts. This fixes restore path handling for tuist install / tuist generate against projects that pull SwiftPM artifacts from a remote cache.
