SwifterPM restores use SwiftPM artifact scratch path

The SwifterPM dependency has been updated to use SwiftPM’s artifact scratch path for restores. This fixes restore path handling issues that could affect cached Swift Package Manager artifacts, keeping artifact restores aligned with SwiftPM’s expected layout.
