SwifterPM resolves and restores packages more reliably

SwifterPM is updated so swift package resolve output streams to the terminal instead of appearing stalled, and the artifact extractor drops the __MACOSX AppleDouble shadow directories Finder puts in some binary-archive zips that caused generation to abort with “doesn’t contain an Info.plist” for packages like Plaid’s LinkKit.
