Dashboard visibility configuration via HIVE_VISIBILITY

A new HIVE_VISIBILITY setting lets operators control whether the Hive dashboard is public or private. The dashboard routes are gated by a plug that reads this config, so self-hosters can choose to expose the dashboard publicly or restrict it to authenticated users without code changes.
