Raise spec body character limit to 100k

Spec bodies in Hive can now be up to 100,000 characters, up from the previous 20,000-character limit. This makes room for longer, more detailed spec proposals with substantial Markdown content. The limit is enforced in the changeset (covering both dashboard and MCP writes), and the spec form’s textarea hint has been updated to match. Comment caps remain unchanged.
