Framework search path response file references are now quoted

Consolidated framework search path response files referenced from OTHER_CFLAGS and OTHER_LDFLAGS are now wrapped in quotes. Targets whose names contain whitespace no longer break compilation or linking when the mapper has to offload long search-path lists to a .resp file.
