CLI release channels (canary / rc / stable)

Tuist now ships with canary, release candidate, and stable release channels. The recommended tuist@latest install only moves when a soaked RC is promoted to stable, while canary releases are published on every CLI-touching commit to main so early adopters can keep testing per-commit builds.
