Gate the dashboard with HIVE_VISIBILITY

Hive now exposes a HIVE_VISIBILITY configuration that gates access to the dashboard through a plug. Self-hosters can mark an instance as private so the dashboard is only reachable behind authentication, or keep it public as before.
