Raise production web memory limit in the Helm chart

Chart 0.1.3 raises the production web pod memory limit so the web tier stops being OOM-killed under load. The values now request 250m CPU and 512Mi memory with a 1Gi memory limit. Self-hosters upgrading the chart pick up these higher defaults unless they override them.
