fabrik.toml is the only scanned build file; fabrik vendor updated

The old build-file compatibility path has been removed, so fabrik.toml is now the single scanned build-file surface for Once. fabrik vendor has also been updated to emit vendor/fabrik.toml instead of the legacy file, keeping vendored dependencies on the same single-file format.
