Ruby and JavaScript SDK packages (buildonce) for the Once cache

The Once SDK now ships as Ruby and JavaScript packages (both published under the buildonce name on RubyGems and npm) alongside the existing Rust crate. They wrap the Once C ABI for cache operations and ship bundled native prebuilds so consumers do not need to compile the Rust crate themselves.
