Run attribution restored to the individual developer for organization projects

Build and test runs for organization projects now attribute correctly to the developer who ran them instead of showing the organization name. The server no longer overloads the run’s account_id for both attribution and storage routing. Processing workers still read artifacts from the project account’s storage backend, so the earlier fix for custom S3 uploads remains intact.
