Restore SwiftPM artifacts using the standard SwiftPM scratch path

Tuist picks up the upstream SwifterPM 0.8.13 release, which adopts SwiftPM’s artifact scratch path for restoration of cached SwiftPM artifacts. Restore path handling for cached SwiftPM artifacts is corrected through the normal package release flow.
