Webhook delivery failures no longer flood Sentry

Webhook delivery failures that come from customer-controlled endpoints, such as HTTP 400 responses or closed connections, are no longer reported to Sentry. Those attempts are still recorded per-endpoint in the dashboard and retried on the normal schedule, but they no longer generate non-actionable Sentry noise.
