SwifterPM bumped to 0.8.13 for restore scratch paths

The SwifterPM dependency has been bumped to 0.8.13, picking up the upstream fix that uses SwiftPM’s artifact scratch path during restores. This corrects restore path handling that could fail against the chosen scratch path in earlier SwifterPM versions.
