Make suite-granularity test shard enumeration reliable

Suite-level sharding now uses a machine-parseable JSON output from xcodebuild -enumerate-tests instead of parsing streamed stdout, so shard plans are no longer truncated or interleaved and tests are no longer silently skipped. If a module cannot be enumerated, the command now fails loudly instead of leaving tests out of the plan.
