Stop sending expected webhook delivery failures to Sentry

Expected webhook delivery failures, such as non-2xx responses or closed connections from customer endpoints, are no longer reported to Sentry. Delivery attempts are still recorded in the dashboard and retried on schedule, so observability and reliability remain intact while reducing noise in Sentry.
