Speed up local test builds by compiling a single locale

Running the server test suite locally now compiles only the default English locale by default, instead of all ten locales, so the first test build in a fresh worktree is faster. CI continues to compile all locales and run the full internationalization tests, and the TUIST_DEV_ALL_LOCALES=1 escape hatch still works for full local coverage.
