Runner machine metrics now populate in the job Metrics tab

Runner job metrics now populate in the dashboard. Machine metrics are sampled inside the runner VM or microVM itself for both macOS and Linux runners, then posted to the server, instead of relying on a controller-side collector that failed to read Kubernetes stats in production. The metrics endpoint now authenticates each runner pod directly, so a pod can only report its own metrics.
