S3 download timeouts retry instead of crashing processing workers

Slow S3 chunk downloads no longer crash the build and xcresult processing workers. Timeouts during artifact download are now returned as retryable errors, so the background job retries and only marks the build failed_processing after the final attempt, instead of surfacing an Oban crash in Sentry.
