SwiftPM artifact restoration now uses the upstream artifact scratch path

Update

The SwifterPM dependency is bumped to 0.8.13, which uses SwiftPM’s artifact scratch path for restores instead of an unreleased commit. Workspace-state.json restore path handling now follows what SwiftPM itself does, which keeps restore behavior consistent with the upstream artifact layout and resolves restore path handling edge cases that the previous pickle-driven path was hitting.
