Proto files placed in Sources phase for build tool plugins

.proto files are now treated as valid source extensions and placed in Xcode’s Sources phase instead of being routed through resource handling. Xcode build tool plugins, including the gRPC Swift protobuf generator, receive the target input files they need and protobuf output from HelloWorld.proto builds successfully in a generated static framework.
