Generated module map mtimes preserved for warm builds

Generated dependency module maps keep stable mtimes across warm generation when contents are unchanged, restoring incremental Swift compilation for tuist test --build-only. Active Derived/ModuleMaps and Derived/FrameworkSearchPaths are preserved during early cleanup, and stale generated files (*-deps.modulemap, *.resp) are still removed through a new declarative cleanup descriptor.
