External resource bundles no longer duplicated in cached frameworks

Internal source frameworks generated during cache workflows no longer receive transitive external SPM resource bundles in their copy-resources phase. Cached bundle substitution is skipped when the source framework itself cannot embed external resource bundles, so the bundle dependency stays in the graph and is still embedded by the app-like target. Generated framework products and ultimately the app bundle no longer grow due to duplicated bundles.
