SwifterPM 0.8.13 uses the SwiftPM artifact scratch path for restores

SwifterPM bumped from 0.8.12 to 0.8.13, picking up the upstream fix that uses SwiftPM’s artifact scratch path for the restore step instead of relying on the previous restore path handling.
