Fixed step-hover correlation on runner metrics charts

Hovering a CI step on the runner-job Overview now correctly shades that step’s time window across the CPU, memory, and network charts. Previously the highlighted band never appeared in production because the chart’s ECharts instance could not be resolved from the server’s hook, so hovering a step and the correlated window appeared unrelated.
