Restore packages from SwiftPM’s artifact scratch path

SwifterPM is bumped to 0.8.13, which restores packages using SwiftPM’s artifact scratch path. Project restores no longer rely on Tuist holding the original artifact path, matching upstream SwiftPM semantics.
