Spurious-package extract restores use SwiftPM’s artifact scratch path

SwifterPM 0.8.13 routes restore work through SwiftPM’s own artifact scratch path, so paths used to restore prebuilt artifacts no longer break when the SwiftPM cache layout moves. Tuist stays on a released SwifterPM rather than an unreleased commit.
