Client feature flags forwarded to the Xcode CAS daemon

The Xcode CAS daemon started by tuist setup cache now receives the client feature flags set via TUIST_FEATURE_FLAG_*, just like the rest of the CLI. With the kura flag set on a runner, the daemon’s cache endpoint resolution now mirrors the rest of the CLI, so the server can return the private-network (kura) endpoint for a local CAS.
