Runner metrics charts are now aligned and cover the full job length

The runner-job metrics chart is now anchored to the actual step window so hovering a step highlights the correct point in the timeline. Long jobs no longer have their metrics cut off partway through because the runner’s service account token now lasts eight hours. macOS runners also NTP-sync their clocks before starting, so step timestamps and metric samples stay on the same timeline.
