Show response-file context in action failure messages

Failed declared graph actions now report generic response-file context alongside the action argv: the response-file path, format, argument count, and bounded first and last argument slices. The diagnostic stays toolchain-agnostic, and the response-file metadata is borrowed until the action is known to have failed.
