Rust release builds now succeed on Windows

Windows release builds of Rust targets no longer fail with command-line-too-long errors, rejected feature cfg values, misquoted build-script arguments, or missing custom build target paths. Once routes long rustc invocations through response files, preserves feature cfg string literals, fixes build-script wrapper quoting, and normalizes Cargo metadata paths for Windows registry paths.
