Scaleway Apple Silicon CAPI provider keeps VM GC disabled across tart-kubelet updates

The capi-provider-scaleway-applesilicon image now ensures the --disable-vm-gc flag persists on builder hosts when tart-kubelet binaries are updated. Previously, the update path re-rendered the launchd plist without the flag, re-enabling the orphan-VM GC and causing it to reap in-flight VMs mid-operation. This prevents failures such as The file "nvram.bin" doesn't exist and makes hosted build workloads more reliable.
