SwiftPM artifact restores now use the correct scratch path

Tuist now uses the SwiftPM artifact scratch path for SwifterPM restores by updating the SwifterPM dependency to 0.8.13. This keeps restore path handling aligned with SwiftPM and avoids issues where artifacts were restored to an incorrect location.
