Align operations tables with Noora design system

Fixed the broken operations pages so they render with the standard Noora table layout used elsewhere in Hive. The Slack workspaces page now shows workspace identity, connection status, installation details, channel summary, notifications summary, and row actions as normal table cells, with route editing moved into a per-workspace modal opened from a compact row action. The inference profiles page now keeps its empty state centered inside the Noora table when there are no rows. Local development seeds also include connected, disconnected, and routed Slack workspaces so the management UI can be reviewed without manually connecting a workspace.
