Operations tables and Slack workspace UI aligned with Noora design system

The operations pages now use the standard Noora table patterns, so visually broken layouts are fixed and the surfaces are easier to scan. The Slack workspace list is now a Noora table with standard cells, status badges, compact row actions, and an inline empty state. Editing notification routes opens in a per-workspace modal instead of embedding form controls inside the table. The inference profiles page also places its empty state inside the Noora table so it stays aligned when no profiles exist. Local development seed data was also added with example connected and disconnected Slack workspaces so the operations UI can be reviewed without a real installation.
