Machine metrics now available on Tuist Runners CI job pages

CI job detail pages for Tuist Runners now include machine metrics: CPU, Memory, Network, CPU I/O Wait, and Storage. A new Metrics tab shows a full five-chart grid, and the Overview card adds a compact CPU/Memory/Network row for a quick summary. Hovering a step shades its time window across the charts, so resource usage can be correlated with the step that produced it. The dev seed generates realistic samples so the UI is fully exercisable locally, while production data collection follows the same release.
