Machine metrics (CPU, Memory, Network, I/O Wait, Storage) on Tuist Runners CI job pages

Runner CI jobs now surface machine metrics on their detail page, end to end. A new Metrics tab shows five time-series charts (CPU, Memory, Network, CPU I/O Wait, Storage) using uniform percent axes and straight point-to-point lines so real spikes are visible. Inside the CI Details card on the Overview, a compact CPU/Memory/Network row gives an at-a-glance read. Hovering a step shades that step’s time window across every chart, letting you correlate resource usage with the step that produced it. Jobs without samples yet show an empty state. The feature is gated behind the existing :runners beta flag and the runners-controller now samples running Pods and reports them to the server.
