Improved SwiftPM artifact extraction and resolve feedback (SwifterPM 0.8.12 / 0.8.13)

SwiftPM integration through SwifterPM now restores artifacts using SwiftPM’s artifact scratch path. Finder-zipped binary artifacts with __MACOSX AppleDouble sidecars no longer shadow the real xcframework during extraction. Delegated swift package resolve output streams to the user instead of appearing stalled.
