Surface macOS runner provisioning and roll status in dashboards and events

New metrics and Kubernetes events expose the gap between a Pod being scheduled and its VM provisioning start, and image-roll progress is tracked with rolling, stale, and concurrency-cap metrics. The Runners dashboard also splits macOS replicas into ready and cold-booting states, fixes the utilization denominator, and adds a panel for VM boot duration from clone to first IP.
