Kura global endpoint is surfaced as a clear banner in account settings

The global Kura endpoint in account settings is now surfaced as a large, titled banner that shows the endpoint URL and explains that traffic is routed to the nearest healthy region automatically. The banner is only visible once the global endpoint is active and has been mirrored into account_cache_endpoints.
