New CLI release channels: canary, RC, and stable

Update

Tuist is now distributed through three release channels. Canary versions (X.Y.0-canary.N) ship on every CLI-touching commit to main. Release candidates (X.Y.0-rc.N) are cut from main onto a releases/X.Y.x branch and soak. Stable versions (X.Y.Z) are promoted from a soaked RC and become the recommended install. Installing tuist@latest now moves slowly and only carries backported fixes, so upgrading no longer pulls in unrelated changes.
