Login provider buttons now appear on public instances

Fixed a bug where the login page hid provider buttons when HIVE_VISIBILITY was set to public, even when Google or OIDC providers were configured. The page now always shows configured provider buttons and offers a Continue without signing in link on public instances. The fallback copy was also updated to reference the current HIVE_VISIBILITY environment variable instead of the removed HIVE_AUTH_MODE.
