Use SwifterPM artifact scratch path for restores

The SwifterPM dependency has been updated to 0.8.13, which fixes restore path handling by using SwiftPM’s artifact scratch path. This keeps restore operations aligned with SwiftPM’s own layout and avoids path-related restore failures.
