SwiftPM restores use the artifact scratch path

Bumps SwifterPM from 0.8.12 to 0.8.13, picking up the upstream fix that uses SwiftPM’s artifact scratch path during restore. Tuist now relies on a released SwifterPM version rather than an unreleased commit, and restore path handling stays consistent with SwiftPM’s own checkout model.
